I don't think there are drivers released for 64bit versions of Windows 10. I've checked the support page and it appears that no drivers are available, only manuals and documentation although the manufacturer has a FAQ page where it provides instructions on how to download and install the driver.
Yes, there is an application that you can use to view the devices. The application is called PicoPix and it's available for installation from the Google Play Store. Access the store link and log-in with your account and then press on Install. Make sure the phone or tablet is connected to the Internet.
I have connected my Picopix PPX2055 to my new PC with Windows 8 OS and 4 GB of RAM and it plays slower than with my old laptop with Windows XP. Is it normal?

It's possible that the Picopix Viewer 2 isn't compatible with your operating system. Locate the application installed in your computer and then right click the executable file and choose Properties > Compatibility. Select Windows XP from the list and then launch the software again. This time, make sure to run it as Administrator (Run as Administrator) and it should work normally.
